According to Chapter 743 of the Toronto Municipal Code, residents are prohibited from obstructing public streets, with violators facing fines of up to $240. This regulation underscores that street spaces remain public property, irrespective of individual efforts to clear them.
City officials have indicated that enforcement of these regulations is primarily based on complaints lodged via the city’s 311 service. Residents can file requests for enforcement if they observe obstructive practices by their neighbors.
