"Oakville First Ontario Town to Moratorium Data Centres"

Oakville has enacted a one-year moratorium on new data centres, marking a significant step as the first municipality in Ontario to take such action. This decision comes as local lawmakers confront various concerns associated with the growing number of facilities that are fundamental for powering artificial intelligence (AI). The unanimous vote in favor of the moratorium took place at a special town council meeting, led by Mayor Rob Burton, who emphasized that the decision was not made out of fear but rather as a proactive measure to ensure the community's well-being.

In addition to the moratorium, Oakville’s council has tasked its staff with studying whether existing regulations need revisions to address potential issues related to noise, vibration, and emissions stemming from data centres. The study will also look into broader land-use considerations that could affect the town’s infrastructure and environmental goals.

Mayor Burton stated, “We’re operating here not out of fear, and not in reaction to any one application. That’s our job: to be alert, and to take the measures necessary.” The urgency for such precautions comes as neighbouring municipalities, including Mississauga, prepare to vote on their own suspensions concerning data centre developments, amidst a growing trend where multiple Ontario towns are investigating regulations to manage new constructions.

Significantly, while Oakville officials noted there were no formal data centre applications at the time, the developer Hive Digital Technologies made headlines in May by announcing plans for a massive 320-megawatt AI facility in the Greater Toronto Area, which is set to launch in the second half of 2027. Furthermore, land records revealed that a Hive subsidiary had purchased property in Oakville shortly before unveiling its plans.

Councillor Tom Adams, representing the area where the property is sited, supported the moratorium and described the study of data centres as not just appropriate but responsible. He argued that Oakville requires a comprehensive, evidence-based understanding of how data centres interact with the town's electricity, water, wastewater, telecommunications infrastructure, environmental objectives, employment lands, neighborhood character, and resident health.

A spokesperson for Hive Digital Technologies expressed respect for Oakville's authority to develop a suitable planning framework for data centre development, stating, “We remain committed to Oakville and to earning the community’s trust through openness and transparency.” This showcases the necessity for collaboration between local governance and businesses to ensure developments align with community needs.

The growing demand for data centres has been predominantly fueled by competition among major tech corporations, including OpenAI, Anthropic, Microsoft, and Google, which utilize these energy-intensive facilities for operating sophisticated AI models. Currently, Canada only harbors a handful of large hyperscale data centres; however, numerous others are being planned, highlighted by Meta’s recent announcement in July regarding a proposed one-gigawatt data centre in Alberta powered by a new gas plant.

Prior to Oakville's decision, Hamilton attempted to pass a similar moratorium, but it was rejected in a council vote. Meanwhile, Mississauga is expected to determine its stance on a potential moratorium next month. In addition to these measures, Waterloo Region's council recently voted to direct staff to study the impacts of data centres and explore advocating for a provincial framework to evaluate and manage proposed developments. Toronto city council had already passed a similar motion the previous month, indicating a broader provincial trend towards regulation in this developing sector.
