OTTAWA — Canada's intelligence agency, alongside close international allies, has raised concerns regarding the methods employed by China’s military intelligence services to target current and former government and military personnel. This warning was issued on June 3, 2026, by the Canadian Security Intelligence Service (CSIS) in collaboration with the Australia Security Intelligence Organization, the New Zealand Intelligence Community, the United Kingdom's MI5, and the U.S. Federal Bureau of Investigation (FBI).
The collective alert highlights that China is primarily seeking privileged military, political, and economic intelligence. Such information could provide Beijing with significant strategic and tactical advantages over the Five Eyes intelligence-sharing alliance, which comprises Canada, the UK, the US, Australia, and New Zealand.
CSIS outlines that Chinese intelligence officers or their associated affiliates frequently masquerade as employees of private consulting firms, think tanks, or human resources organizations. They post job advertisements targeting foreign policy and defense analysts on professional networking platforms and online job boards.
While most job applicants may not have direct access to classified information, those who secure positions often face pressure to divulge what is deemed "non-public" information. This can include unclassified data related to government policies, military strategies, capabilities, and installations.
The intelligence agency emphasizes that even seemingly minor pieces of information, when collected cumulatively, can be integrated with more sensitive data to undermine Canada’s national interests.
