HOUSTON (AP) — A tragic incident in Houston has surfaced regarding the fatal shooting of Lorenzo Salgado Araujo, a 52-year-old Mexican national, by an immigration officer during an attempted traffic stop. Witnesses inside a van claim that Salgado Araujo was shot through a passenger window, emphasizing that the officer was never threatened. A lawyer who spoke to these witnesses reported their consistent accounts on Friday.
The shooting occurred Tuesday as agents from Immigration and Customs Enforcement (ICE) attempted to pull over Salgado Araujo's vehicle. This incident has sparked renewed criticism of the Trump administration's immigration policies and the operational conduct of ICE, particularly following a surge in immigration arrests, which reached 10,000 over a five-day period. This increase has been attributed, in part, to substantial funding from Congress.
Despite ICE's assertions that the shooting was justified and that Salgado Araujo ignored commands before ramming into an ICE vehicle, the Department of Homeland Security (DHS) has not provided evidence to substantiate these claims. Democratic U.S. Representative Sylvia Garcia disclosed that the acting director of ICE informed her that the officers believed someone other than Salgado Araujo in the van had a final order of removal, but did not specify names.
Adding to the controversy, none of the officers involved were outfitted with body cameras, and DHS has not released any visual evidence from the scene. Eyewitness accounts by the detained men in the van contradict ICE's narrative, claiming that no officer was positioned in front of the vehicle and that they were in no danger when gunfire erupted. Attorney Hugo Balderas-Ibarra, who represented these men, expressed confidence in their honesty, suggesting that the agency might attempt to cover up the truth.
Salgado Araujo’s family revealed that he had lived in the U.S. for more than 35 years, had no criminal record, and was nearing completion of his legal status application when he was fatally shot. Following the incident, ICE detained the other occupants of the van, including Salgado Araujo's brother, and has allegedly pressured them to self-deport to hinder their ability to provide testimony regarding the shooting. Juana Degollado, the stepdaughter of one of the detained men, voiced concerns that this pressure could compromise the integrity of the investigation.
The DHS has responded to allegations of pressure to self-deport by categorically denying them. They stated that the officers involved had previously observed white vans at a target address before spotting Salgado Araujo's van. However, Degollado clarified that no one in the van had any legal issues or outstanding warrants.
Furthermore, the DHS has withheld the names of the officers involved, citing concerns for their safety and that of their families, while also refraining from disclosing how long they had been with ICE or whether they are on administrative leave. Amid this secrecy, local prosecutors have been actively searching for surveillance footage and speaking with witnesses, aiming to gather as much evidence as possible to clarify the circumstances surrounding the shooting.
Houston Mayor John Whitmire emphasized the need for a local independent investigation, asserting that the federal police agency was "out of control" during the incident, and noted that Houston police do not collaborate with ICE. Reports indicate that Salgado Araujo's family learned of his death through an ICE statement rather than directly from the agency, as his belongings were confiscated, and he was taken to a hospital without proper identification.
Community outcry has followed the incident, with the League of United Latin American Citizens offering a $5,000 reward for video evidence. However, given the positioning of the involved vehicles, local surveillance cameras were unable to capture the shooting, complicating the search for clarity. Harris County District Attorney Sean Teare has called for anyone with additional video or information to come forward, underscoring the importance of transparency and accountability throughout this investigation.
