**Two Charged in Scarborough Murder; Suspect at Large**

Toronto police have taken significant steps in their investigation of a murder case involving the death of a 32-year-old man whose body was discovered inside a burning vehicle in Scarborough. The police have arrested and charged two individuals in connection with the case while a third suspect remains at large with a Canada-wide warrant issued for his arrest.

On Monday, investigators announced that 25-year-old Rushon Powell, a resident of Toronto, has been charged with first-degree murder in relation to the death of Marcus Charles. Another suspect, 25-year-old Shakurwa Jeffrey, also from Toronto, has been charged with accessory after the fact to murder. The ongoing investigation has identified a third individual, 25-year-old Devondre Hall, as a key suspect who is now wanted by the police.

The investigation into the homicide commenced on September 21, after emergency crews responded to reports of a vehicle fire in a field near Steeles Avenue East and Reesor Road in Scarborough just before midnight at approximately 11:24 p.m. Upon arrival, the responding firefighters and police officers discovered a vehicle fully engulfed in flames. Once the fire was extinguished, a deceased individual was located inside the vehicle, later confirmed to be Marcus Charles.

Following the discovery, Powell was scheduled for a hearing at the Toronto Regional Bail Centre, while Jeffrey was set to make his court appearance on the same day as the announcements were made. This update comes as part of what authorities have called a complex investigation. Initially, the investigation was focused on two separate burning vehicles found in different locations across Toronto on the same night.

On September 22, police had revealed that officers were responding to vehicle fires in both Scarborough and Etobicoke. Authorities at that time confirmed a body was found in each of the burned vehicles, although they did not immediately disclose the identities of the victims or whether the incidents were linked.

In the following days, homicide investigators revealed that both of the deceased individuals had been shot prior to their vehicles being set ablaze, resulting in the classification of their deaths as homicides. One victim, identified as Marcus Charles, was discovered in the vehicle that had been set on fire near Reesor Road and Steeles Avenue East. The second victim was later identified as 30-year-old Mohamud Kheyre, found in another vehicle burned near Royal York Road and Edenbridge Drive in Etobicoke.

Police investigations confirmed that both Charles and Kheyre had been fatally shot before their respective vehicles were discovered engulfed in flames. In light of these developments, authorities are encouraging anyone with information regarding Devondre Hall's whereabouts or details concerning the homicides to contact Toronto police at 416-808-7400 or to reach out to Crime Stoppers anonymously, as the investigation continues to unfold.
