A new water-based transit initiative is set to launch this summer in Toronto, aimed at providing a novel way to navigate the city's inner harbour. The East-West Water Shuttle Pilot program will take place along the downtown waterfront, connecting three strategic stops over a three-stop stretch. This pilot program is a collaborative venture involving Waterfront Toronto, the City of Toronto, and the Toronto Port Authority, and will be operated by York Bay Marine Services.

Unlike the recent tongue-in-cheek "Aqua Bus" April Fool's joke by the Toronto Transit Commission (TTC), the East-West Water Shuttle Pilot is a genuine project launching in June 2026. This initiative stems from the Sea Bus Feasibility Study commissioned by the collaborative partners, which outlined a phased approach to expanding east-west water-based transit similar to systems in other major waterfront cities.

The pilot is designed to gauge ridership demand, operational needs, and service performance for moving people across Toronto’s thriving waterfront. Mayor Olivia Chow has emphasized the growing need for improved transit solutions amid the development of the waterfront.

“This water shuttle pilot is about building a more connected city, linking communities from the Port Lands to the western waterfront and making it easier for people to get where they need to go,” said Mayor Chow. She highlighted the city’s commitment to investing in practical and innovative transit solutions that alleviate congestion and enhance public enjoyment of the harbour.

The shuttle service is scheduled to operate from June through September and will initially run for a three-year term. It will connect three specific stops: Ookwemin Minising, the newly developed island in the Port Lands serving as the eastern terminal; the Yonge Street Slip, which will function as a central hub for the service; and Portland Slip, located near Billy Bishop Airport, serving as the western terminal.

While the Yonge Street Slip is an established hub for water taxis, the other two stops are being created specifically for this pilot project, with the aim of enhancing connectivity and accessibility across the harbourfront.

Deputy Mayor and Spadina-Fort York Councillor Ausma Malik expressed enthusiasm about the initiative, stating, “Toronto’s waterfront is one of our city’s most popular and well-loved destinations for residents and visitors from near and far, and improving access is a top priority that we keep advancing.” She acknowledged the potential for the East-West Water Shuttle to connect more people across the harbour, unveiling new destinations to explore and enhancing the overall waterfront experience for everyone.

Details regarding schedules, fares, and additional information about the shuttle service will be made available in the coming months, as stakeholders prepare for the summer launch.
