Local and international rescue teams in La Guaira, Venezuela, worked tirelessly on Sunday to pull survivors from the rubble, four days after two significant earthquakes struck the northern state. The government confirmed 1,450 fatalities, with growing public criticism regarding the inadequacy of its response, which appeared to be overshadowed by civilian-led rescue efforts. Thousands more individuals remain unaccounted for, heightening the urgency of the situation.

Despite the diminishing chances of finding survivors with each passing hour, rescuers continued their efforts, managing to free some individuals from the debris, providing families with a glimmer of hope. The first 48 to 72 hours following a natural disaster are critical for successful rescue operations, although survival can extend if trapped individuals have access to food and water. Delcy Rodríguez, Venezuela’s acting President, announced on Sunday evening that the search for survivors would continue, even as the crucial time window was closing. Over 2,600 rescue workers from around the globe, equipped with trained dogs and machinery, were reported to have arrived.

As rescue efforts progressed, more than 770 buildings were reported to have totally or partially collapsed as a result of the earthquakes, a significant increase from earlier reports. The U.N. estimated that up to 6.8 million people in Venezuela could be impacted by the disasters, with communities covered in dust and worsening conditions prompting many to wear masks against the stench of decaying bodies. Aftershocks continued to pose risks, with additional quakes measuring 4.2 and 4.5 hitting La Guaira on Sunday morning.

Rescue operations appeared to gain momentum on Sunday, with organizations from various countries arriving to assist. Initially, frustration and anger had erupted among residents over the government's response, but the presence of international teams increased organization in the efforts. The Venezuelan government reported that over 14,000 military and police personnel were deployed in La Guaira state to maintain order, with access restrictions in place.

In a context filled with anxiety and uncertainty, civilian volunteers played a crucial role, utilizing non-governmental digital databases to track missing persons. One such database recorded over 50,000 individuals as missing, although the count of those who have been located remains unclear. Optimism mingled with despair on Sunday, as rescue crews successfully extracted a father and son who had been trapped under rubble, creating moments of relief amid ongoing efforts.

Helen Guedez, who had been attempting to rescue her father from their collapsed building, expressed hope when U.S. rescue teams confirmed he was alive beneath the debris. However, they deemed the structure too unstable for a safe rescue, leading Guedez and her family to collaborate with local volunteers and miners in their efforts to save him. She emphasized their determination to continue their search despite the challenges.

Domingo Luciani Hospital in Caracas successfully managed an influx of patients, largely due to an outpouring of donations, despite the public health system’s existing shortage of resources. Medical authorities emphasized that they had treated over 3,100 individuals, many suffering from severe injuries due to the quakes.

This natural disaster presents a daunting challenge for Rodríguez, who took office following the U.S. removal of Nicolás Maduro. The situation is compounded by decades of economic instability and existing political contention. Observers note the acute difficulty faced by the government in addressing this humanitarian crisis given the combination of political interference, operational incompetence, and limited resources to manage the fallouts of the disaster.

Rodríguez announced the establishment of a special commission aimed at assessing residential damage to enable the safe return of individuals currently displaced while also continuing search efforts for those trapped. Maintaining a spirit of hope, she reiterated the commitment to find any remaining survivors in the wreckage.
