Judge Blocks Trump Name Return at Kennedy Center

On Tuesday, a federal judge blocked the Kennedy Center's attempts to reinstate President Donald Trump’s name at the renowned performing arts venue. The ruling came from Judge Christopher Cooper, who emphasized that the addition of Trump’s name would violate a previous decision declaring that it was illegally affixed to the building. He stated, “Simply put, Defendants cannot install memorials for President Trump or anyone or anything else at the Kennedy Center without Congress’s blessing.”

The Board of Trustees aligned with Trump had voted in August to recognize the president’s renovation efforts by inscribing his name on the venue's exterior. The proposed text would read: “The John F. Kennedy Center for the Performing Arts Restored and Renovated By President Donald J. Trump.” Furthermore, if the Trump Kennedy Center Fund reached $100 million, an additional inscription would state: “Endowed by the Trump Kennedy Center Fund.” Also included in the plan was a proposal to rename the plaza in front of the Kennedy Center in Trump’s honor.

In a previous ruling made in May, Judge Cooper had made it clear that only Congress has the authority to approve changes to the Kennedy Center’s name. During an emergency hearing in August, the administration contended that the effort was no longer aimed at renaming the building but rather a recognition of Trump’s financial contribution to significant renovations needed for the venue.

Commerce Secretary Howard Lutnick defended the board's proposal, likening it to the acknowledgments typically given to major donors by hospitals and universities. However, a lawyer representing U.S. Rep. Joyce Beatty, a Democrat from Ohio and ex officio board member, argued that the proposed changes were akin to déjà vu and conflicted with Cooper’s earlier ruling. Beatty stated, “The law is extremely clear: The John F. Kennedy Center is named for President Kennedy—and no one else. But President Trump is holding the Kennedy Center hostage unless he can put his name on this sacred memorial.” She stated that the court had rejected this initiative for the second time, describing the situation as “breathtakingly unlawful.”

Tuesday’s ruling continues the ongoing saga surrounding the Kennedy Center's naming issues, which began when the board attempted to install Trump’s name over Kennedy’s. Following Cooper's previous ruling, the board erected an elevated tarp to obscure both Trump’s name and most of Kennedy’s.

The board has recently presented various options to include Trump’s name on the grounds, such as variations stating: “Renovation and endowment overseen by President Donald J. Trump and the Trump Kennedy Center Fund" or “With Gratitude for Support from President Donald J. Trump and the Trump Kennedy Center Fund.” This proposed board resolution was notably included in documents submitted to the court by Rep. Beatty as she worked to thwart the board’s plans for the venue.

Judge Cooper, in his ruling on Tuesday, gestured toward the complexities of the situation, stating that “the government plays word games.” In a scheduling hearing that preceded the ruling, Cooper urged legal representatives from both sides to explore mediated solutions to the contentious circumstances surrounding the iconic performing arts center. The board has indicated that the building is in critical physical condition and that the institution faces imminent financial difficulties.

“Is it possible to turn down the temperature a little bit?” Cooper asked, alluding to the public interest at stake. He noted that while he wasn’t mandating mediation, it might be beneficial for all involved to consider a resolution outside of court.
