Police in Durham Region have issued a community safety alert regarding the imminent release of a high-risk offender, 48-year-old Keith Theodore Constantin. Scheduled for release on Sunday, Constantin has a long-standing history of serious criminal offenses, which include sexual assault with a weapon, robbery, and possession of explosives.
Authorities express significant concerns regarding Constantin's potential threat to the community, especially children. He has a documented record of violating probation orders multiple times, with the most recent violation occurring in March 2025. These violations underscore the authorities' belief that he poses a considerable risk to public safety.
Following his release, police will continue to monitor Constantin closely. He is mandated to wear a GPS monitoring device at all times and must adhere to a strict curfew, which limits him from being outside between 7 p.m. and 7 a.m. Furthermore, he is required to report to the Durham Regional Police Service weekly to ensure compliance with his release conditions.
One of the foremost restrictions placed upon Constantin is that he is prohibited from associating or communicating with anyone under the age of 16. Additionally, he is barred from engaging in any activities that would involve direct contact with minors. Furthermore, he is not allowed to possess weapons, drugs, or alcohol, adding to the layers of restrictions aimed at safeguarding the public, particularly vulnerable individuals.
In a bid to further protect children, Constantin is forbidden from using the internet or any digital networks. He is also restricted from attending public locations such as malls or other venues where individuals under the age of 16 may be present, unless accompanied by an adult over the age of 21. This ban on internet access and specific public places highlights the authorities’ongoing commitment to minimizing potential risks associated with his release.
In light of Constantin's numerous past convictions—including sexual assault, sexual assault with a weapon, assault with a weapon, robbery, possession of explosives, uttering threats, and failing to comply with probation orders—police strongly urge the public to remain vigilant. Residents are encouraged to report any suspicious behavior to the authorities, thereby contributing to community safety.
The Durham Regional Police Service stands firm in its commitment to monitor Constantin’s activities closely as part of a larger strategy to ensure the safety of the community. Continued vigilance and proactive reporting from citizens play a key role in mitigating risks associated with such high-risk offenders.
