PARIS (AP) – Ukrainian President Volodymyr Zelenskyy arrived in Paris on Monday to seek assistance from two dozen European leaders, focusing on developing countermeasures against Russia's ballistic missile threat. This effort comes as Ukraine's power grid has faced relentless attacks since the onset of Moscow's full-scale invasion over four years ago.
While Zelenskyy engaged leaders in Paris, European foreign ministers convened separately in Brussels, expected to discuss Ukraine's defense needs and the threats posed by Russia. After his arrival, Zelenskyy underscored, “Our top priority is anti-ballistic defense,” as he looks to accelerate plans for joint initiatives with European countries to fortify air defenses ahead of the harsh winter months, during which Russia typically amplifies its attacks to disrupt essential services for Ukrainians.
The proposed Anti-Ballistic Program, aimed to be presented to government officials, national security advisers, and potential defense contractors, aims to garner support for enhancing Ukraine’s defensive capabilities. Notably, U.S. President Donald Trump's recent commitment to allow Ukraine to produce Patriot air defense systems could represent a significant breakthrough. However, experts caution that actual production could take years, leaving questions about the pace at which new European defense systems could be deployed.
Zelenskyy is scheduled to meet with French President Emmanuel Macron, while the Ukrainian military is to participate in France's national holiday celebrations on Bastille Day. Both Kyiv and its European allies are eager to leverage Ukraine's recent battlefield successes to pressure Russian President Vladimir Putin into negotiations for an end to hostilities. Yet, Moscow displayed no signs of compromise despite international peace efforts, including those from the Trump administration.
Kremlin spokesperson Dmitry Peskov dismissed the Paris meeting, labeling it a “coalition of warmongers” driven by a “profound delusion” about inflicting a strategic defeat on Russia. He suggested that the collaboration promotes war rather than peace. Recent analysis indicates that Ukraine’s advances in drone technology have provided it with a tactical advantage, disrupting Russian supplies and diminishing their momentum on the battlefield.
Adding to the military narrative, Ukrainian forces reportedly struck 105 Russian vessels in the Sea of Azov from July 6-13, as shared by Robert Brovdi, commander of Ukraine’s Unmanned Systems Forces. The vessels included a mix of tankers, ferries, and tugboats. This offensive aims to isolate Crimea, which has been facing a severe fuel crisis since its annexation by Russia in 2014, thereby impacting Russian logistics.
The Paris meeting included leaders from the Coalition of the Willing, a collective of over 30 countries supporting Ukraine, showcasing a unified commitment to the Ukrainian cause as a response to Russia's attempts to test European resolve. French Foreign Minister Jean-Noël Barrot declared intentions to summon the Russian ambassador to impose sanctions against Russian hackers involved in a broad cyber campaign targeting ten European nations.
The ramifications of the ongoing conflict are being felt by Ukraine's neighbors as well. Recently, a drone from Russian attacks crashed in Moldova, prompting condemnation from the Moldovan Ministry of Foreign Affairs, labeling the situation as "serious and unacceptable." Concurrently, Ukrainian long-range drone strikes deep within Russian territory have increased in intensity, with Russia countering that its air defenses successfully intercepted 350 Ukrainian drones aimed at Moscow.
The longstanding conflict has escalated tensions in the region, with Russian authorities claiming to have thwarted a major Ukrainian drone operation targeting military bases within Russian territory. Russia's Federal Security Service alleged that the operation involved a network of agents smuggling drones across borders, potentially leading to significant strikes on military infrastructure.
